This patch provides more precision about the minimal requirements for
contributions, and clarifies that the automated QA checks can only validate a
subset of those requirements.

In addition, the suggested reporting of Gitlab issues is expanded from relating
to bug-reports only, to also include security concerns and feature requests.

The contributing page is also slightly restructured for more clarity.

This patch also adds a non-rendered license and copyright header to the
top-level README, and applies the same rendering-exclusion to the headers of the
README files provided within each layer sub-directory.

This patch decouples README.md from the rendered documentation, allowing its
non-Markdown text to be swapped to Markdown format.

The README and relevant documentation pages are refactored so that the README
only contains the critical information, and references the main content within
the project documentation.

The Sphinx package 'm2r2' which supports embedding .md files within .rst files
is no longer necessary, and is removed.

The meta-ewaol-config/kas/ewaol-release.yml pins the external layers for the
EWAOL v0.1 release.

Rename other kas config files to keep consistency.

Also, update the documentation regarding the v0.1 release.

This patch adds a doc-build.py script used to build the documentation.
The script can be run within a python virtual environment using the
ModulesVirtualEnv class.
The documentation files are generated under meta-ewaol/public.

This patch updates the existing documentation (quickstart guide, CI build
script), and adds additional documentation relating to the configuration of
DISTRO_FEATURES for EWAOL image builds, kas build config YAML files, and the
runtime validation tests.
