Arm provides a PGP method for reporting security vulnerabilities. This patch
documents the public key and updates the email alias for reporting issues.
Additionally, the security section in the README file is redundant,
so it is being removed.

Update the version in Cmake and readme files to
new release version v2.15.
With this patch the change log is updated to contain
description for new features, improvements and fixes contained
in this release.

A Security issues reporting section is added to the Readme file.
This section consists of point of contact to report the security
issues and a link to the Arm Developer website in case more
information is needed by the viewer.

This commit updates the user guide and supporting documentation to bring
it in-line with the latest v2.5.0 release. It changes the Markdown
header syntax in order to represent deeper header levels, replaces old
links and attempts to clear up areas of potential confusion with
instructions.
