common: build FWTS on arm 32b

Modify the build script for arm 32b to build FWTS.
Adapt the list of files installed on arm 32b to install fwts and its
dependencies.

SR live image changes to run Bsa.efi and Sbsa.efi for SBSA 6.1 coverage

Updated to take the latest BBR code when building from main (after the
release)

arm 32b changes (bbr-acs download, package installs, grub config)

AArch64 native build support

On 32b arm, the grub config entry starts Linux using a zImage. As the
kernel binary is installed under filename Image even on 32b arm to match
the UEFI Shell startup scripts, the grub entry will fail to boot Linux.

As the kernel image name is the only substantial difference, use the common
grub configuration on 32b arm to fix Linux boot.

- We need a host compiler to build tools during ACS image creation; install
  the build-essential package.
- The python package is not available anymore on Ubuntu Focal; install
  python-is-python3 on this release instead.
- We need wget to download the cross toolchains; install it.
- We need gettext to build GRUB; install it.
- We need dosfstools to generate the image; install it.

The get_bbr_acs_src() function uses a direct git clone to retrieve the
bbr-acs repository. This works only with git branches or tags, not with
commit ids.

Rework the download method to run in two steps with clone + checkout, to
allow referencing commit ids directly with the $ARM_BBR_TAG variable.

This fixes sources download for arm 32b.
