- Hide cycle estimates behind a new flag, --verbose-cycle-estimate
- Update documentation to include the new flag
- Add notes highlighting that the estimates are only estimates and that
  for more accurate numbers the software model is suggested.

Updates to TensorFlow 2.15. No StableHLO operators were added to Vela since these are subject to change and have almost no runtime support.

- FlatBuffers version was unchanged.

- Updated FlatBuffers files using TensorFlow 2.12.0 schema

- Added restriction for UnidirectionalSequenceLSTM to have 2D recurrent
  weights to handle that diagonal_recurrent_tensors attr is not
  currently supported.

- Move all static information from setup.py to newly added
  pyproject.toml
- Add setup.cfg used for static information that cannot be added to
  pyproject.toml due to it still being in beta.
- Modify mlw_codec to to throw a real python exception when importing
  NumPy arrays instead of just printing them to stdout.
- Surround mlw_codec import with try catch statement to catch NumPy C
  API mismatch errors and throw them again with a more detailed message.
- Update README.md with documentation about known issue with changing
  used NumPy version after installing ethos-u-vela.

Add directory structure to support third party config files. Config
files should now be placed in an appropriately named directory under
the config_files directory, but can also be accessed by providing its
absolute path to vela --config.
