cmake: Copy cmake utils from mcu-driver-hal

The whole `tools/cmake` directory has been removed from mcu-driver-hal
repository. Copy the necessary files into this project to make the
transition easier. This is a short-term solution; linker files for
reference platforms for Arm will be set without these custom functions
in the future.

Rename imported files according to Open-IoT-SDK file naming conventions.
