platforms/rdv3*: preload SP binaries for RESET_TO_BL31 



Preload binaries for stmm, SPMC (Hafnium) and SPMC manifest for
RESET_TO_BL31 boot flow with SPMC enabled. RD-V3-Cfg2 does not support
SPMC boot, so the change is not applied for rdv3cfg2 script.
