platforms/rdv3*: preload binaries for RESET_TO_BL31 



When boot scripts source boot_info.sh the value of PLAT_RESET_TO_BL31
will be set. If it is "1", then in run_model.sh, add the paths of
binaries to be preloaded on the FVP for RESET_TO_BL31.
