feat(rdfremont): mock support for CCA NV ctr 



Reference design FVP platform does not implement CCA_FW_NVCOUNTER.
Update firmware such that the implementation will return
TRUSTED_FW_NVCOUNTER when the caller requests the CCA NV counter. This
allows the reference design platforms to use the CCA CoT on FVP.
