fix(driver/arm/rss): psa interface control parameter packing scheme
TF-M commit 3be6c3954 ("Interface: Update control parameter packing
scheme") updated the control parameter packing scheme. Update the same
fields in the rss comms driver to align with the TF-M change. Without
this change, the message dispatch from RSS fails due to the mismatched
control parameter.
