refinfra: update manifests for RD-INFRA-2024.04.17 release

The RD-INFRA-2024.04.17 release converges the two release branches -
the one used for platforms up to rdn2 variants and the other that was
used for RD-Fremont platforms into a single release branch. All the
manifests files have been updated accordingly for this release.
