refinfra: update pinned and un-pinned manifests for 2023.09.29 release

The RD-INFRA-2023.09.29 release includes updates for SGI-575,
RD-N1-Edge, RD-N1-Edge dual-chip, RD-V1, RD-V1 Quad-Chip, RD-N2,
RD-N2-Cfg1, RD-N1-Cfg2, RD-N2-Cfg3 and RD-V2 platform software.
Correspondingly, update the pinned and un-pinned manifest of these
platforms with the release tag as applicable.
