lisa.wlgen.rta: Align cpus phase parameter with its documentation

When cpus=None (default), the phase will be allowed to run on any CPU,
as documented. The affinity is therefore not "inherited" anymore from
the previous phase, which is also necessary to have deterministic
composition of tasks.
