lisa.energy_model: Weaken dependency on cpuidle devlib module

Allow loading the energy model even when the cpuidle devlib module is not
loaded. This should not have a big impact the simplified energy model, since it
does not take into account idle states, and will allow using the legacy energy
model to some extent.
