bsp: Correct utility image base and dependencies

The utility image always depends on the firmware image.
Explicitly set the dependency so the firmware image is always built
first.

Also, `core-image` provides common definitions for `core-image-*`
recipes. The utility image should derive from `image` rather than
`core-image`
