safety_island/gptp: Remove gPTP from Cluster 0 and Cluster 2

gPTP is used for the CAM application, which runs on Cluster 1.
There is no usecase to run gPTP on Cluster 0 and Cluster 2, so
it has been removed from these clusters.

Additionally, the test suite has been updated to reflect these
changes, including renaming it to adjust the execution order.
