lib/oeqa: Add hipc setup configuration to hipc test suite

This commit adds a HIPC setup call to configure the necessary
requirements prior to running the test cases. This ensures
that the environment is correctly configured for the HIPC tests.

Additionally, updating the vlan_subtest test case to configure the
correct network interface number, as Cluster 0 now has 4 network
interfaces, including the bridge network interface. And the second
interface is used for communication between the Primary Compute and
Cluster 0. Also rename to adjust execution order.
