arm-bsp-extras: Using Linux 6.10 for device tree validation

Add a patch to use Linux Kernel 6.10 for SystemReady IR device tree
validation. This version includes the dt binding for arm,mhuv3.
And remove the ignore rule for arm,mhuv3 in dt-parser.
