arm-bsp-extras/fvp-rd-aspen: Force SI0 load and enable 



Until the RSE bring-up is implemented on the Aspen FVP:
 * Enable the SI0 CPU at boot using FVP configuration parameters.
 * Pre-load the SI0 binary into RAM using FVP parameters.

This patch can be reverted once the RSE bring-up is complete.
