arm-bsp-extras/scp-firmware: Bootstrap actual Aspen platform 



Introduce patches to bootstrap the actual Aspen platform on the the
Aspen FVP (as opposed to the RD-1 AE FVP).

Bump the base SHA to a more recent version.
