arm-auto-solutions/oeqa: Use replacement character instead of invalids 



Random invalid characters in the Safety Island Clusters logs
cause the decode function to fail with a UnicodeDecodeError.
Replace those invalid characters with a replacement
character to avoid the failure of OEQA tests.
