yocto,components/actuation: Move to Safety Island Cluster 2

Make the Safety Island Bridge the default feature on Safety Island
Cluster 0.

Update the IP addresses and bindings to fit the new configuration.

Increase the stack size of the system work queue and of the IPC RPMSG
work queue in order to fix observed stack overflows with the default
values.
