kas: Drop poky gnu-efi binutils patch

Drop a downstream patch applied to poky's gnu-efi recipe that
is required when the host has binutils version < 2.38.
The currently supported version by the software reference
stack is Ubuntu 22.04 which has binutils version 2.38
by default.
