tc3/4: Fix FW init error for POWER and MPMM builds

The TC3/4 platform variant TC3/4_VAR_EXPERIMENT_POWER and TC3/4_VAR_MPMM
were failing to boot because the BUILD_HAS_MOD_TRANSPORT_FC was not
getting enabled due to incorrect sequence of enabling scmi perf fast
channel which is fixed by this patch.
