product/tc2: Fix FW init error for TC2_VAR_EXPERIMENT_POWER build

The TC2 platform variant TC2_VAR_EXPERIMENT_POWER was failing to boot
because the BUILD_HAS_MOD_TRANSPORT_FC was not getting enabled due to
incorrect sequence of enabling scmi perf fast channel which is fixed
by this patch.
