rss: Move CM provisioning bundle to SRAM + OTP_DMA_ICS_SIZE

This reflects a change made in the upstream TF-M. Here the CM
provisioning bundle load address has been moved to SRAM + OTP_DMA_ICS_SIZE
(which has a value of 0x400).
