tc2/rss: Load provisioning bundles to RSS SRAM.

* The recent change in RSS expects provisioning bundles from its SRAM.
* The VMADDRWIDTH defining the VM(SRAM) size in effect. Changing to 19
  making the SRAM size as 512 KB to align with RSS SAR.
