BoardModulePkg: Early connect PCI Root Bridge in BoardBdsHookLib

Trigger PCI Bus scanning at BdsBeforeConsoleAfterTrustedConsoleCallback().
Move the call to EnumUsbKeyboard() to after PciEnumComplete.
