MinPlatformPkg: Remove PlatformInitPreMem ReportFvLib dependency

PlatformInitPreMem does not actually use the ReportFvLib API. This
change removes the library dependency in PlatformInitPreMem.inf so
platforms using this module with a custom BoardInitLib are not
forced to link a ReportFvLib.
