Silicon/Ampere: Remove StatusCodeHandler libraries 



Remove StatusCodeHandler libraries from AmpereAltraPkg.dsc.inc to allow
platforms to add their own functionality, for example using the POST
Code Debug library to print codes to a 7-segment display.
