aemfvp-a-rme: update manifests for 23'q4 release

Update the pinned and un-pinned manifests for aemfvp-a-rme platform
to point to updates in tf-rmm, linux kernel and KVM components.

- EAC5 linux and kvm repos.
- buildroot 2023.08
- 2023.12.22 tag for build and model scripts.
- Trusted firmware SHA ID's for q4 release.
