Replace profile desc.json with test_requirements

Make tosa_verif_build_tests correctly set up the required
extensions and supported profiles in a new "test_requirements"
dictionary entry in desc.json, and deprecate "profile".

Add profile/extension filtering to tosa_verif_run_tests.
Validate chosen extensions are compatible with chosen profiles
for the tosa_verif tools.
Move argument adding/parsing into tosa_profiles from the
tosa_verif tools.
