Windows long path name and rename support

Enable long path name support by including manifest file
when building dlls and exes on Windows.

Update tosa_verif_run_tests:
* Use replace instead of rename when moving results files, to mimic
behaviour of Linux "mv" on Windows.
* Also rework the verify results loop to rename the result files first
and then verify them.
* Remove expected_result_file support as not allowed in desc.json.
