RESCALE signless integer inputs for CTS 



Complete re-write of RESCALE test generation to match spec
Input files changed from UINT8/UINT16 to "signless" INT8/INT16 types
Does not support UINT48 as input.
Remove all UINT8/UINT16 dtype support from data generator library.
