Update rank limits for SLICE, TILE and TRANSPOSE 



Updated to align with corresponding changes to the
spec.

In addition, some ERROR_IF tests have been updated to
match the checks specified by the spec, including:
PAD, SLICE, TILE, TRANSPOSE.
