Improve coverage for DATA LAYOUT tests

Enable support for fixed_data tensors for all data generator types
Fix Full/FP Special test generation for multi permutation tests
Add FP Special tests, missing ranks (5 & 6), random const inputs
and some prime shapes to testing.
