Increase type coverage of COND_IF

COND_IF updated:
* binary and const tests now support FP32, FP16, BF16, INT32
  INT16 and INT8. const tests also support BOOL.
* use data generation library where types are supported
* reduce tensor size as conditional block ops have own tests

Fixed COND_IF const tests to not have extraneous CONSTs.
