Add Compile-Time-Constant support in CTS

Enable support for TOSA_EXT_DYNAMIC extension
All tests by default use CTCs, new "dyn"amic tests to exercise extension
Test selection altered to always keep all special tests.
Always enable giving profiles/extension lists to test generator to allow
for dynamic test creation as necessary.

Operators supported:
  MUL, CONV2D, CONV3D, DEPTHWISE_CONV2D, TRANSPOSE_CONV2D, TABLE
