Update LLVM isFloat8* API to match the new format 

Base on the LLVM change: https://github.com/llvm/llvm-project/commit/f4943464d769e2eacd5c54dfaaf0468788abeb84



Should update the isFloat8 API to b.getType<Float*Type>() and llvm::isa<Float8*Type>()
