ci: Add gitlab pipeline definition

The pipeline can automatically build the docker images and run the self
tests in the resulting base-full image. If the builds and tests succeed,
and if the target branch is "main", the images are published to docker
hub under the "latest" tag. Works for both x86_64 and arm64.
