Optimize ctags and others

Sean Fitzgibbon requested to merge seafit01_ctags_mod into master

This patchset significantly reduces the overhead of calls to ctags, and includes a couple of minor optimization. It builds on my previous MR (feature branch 'seafit01_mods').
