lisa._kmod: Decouple configuring features and enabling them 

FEATURE

Allow pushing a feature configuration without enabling it. This allows
e.g. the config contained in TargetConf to be used to configure features
that require parameters, without starting the features immediately. The
feature will then only be started if it is requested by someone.
