GNUTOOLS-14813 Integrate changes from oban-script

checked out the latest bump of the scripts
(c0adf91f)
based on an older oban-script series of patches.

bumped the scripts again and integrate the newest updates in the
refactored oban-scripts

finally rebased to include all the changes in gnu-devtools-for-arm
