Mark HiiConfigRouting as implemented to reflect updated U-Boot support

U-Boot has recently added support for the HiiConfigRouting protocol, which changes the SCT failure signature for the HII compliance test. This update reflects that change by marking HiiConfigRouting as implemented in EBBR.yaml.
