Repeated and redundant files cleared from IR Yocto

-bootfs-files , ststem-inin-install now depends on ebbr-sct
-bootfs-files picks sie_SctStartup.sh from bbr-acs
-in system-init-install ir_bbr_fwts_tests , bbsr_fwts_tests from bbr-acs
-copy added to copy secure_init.sh from common/ramdisk , sie_startup from
common
