Update config to support Synquacer USB

This configuration allows for the ACS to be built with USB support
in Linux on top of the fTPM support.

This is in the interest of certifying the Socionext Synquacer
Development Box.

Changes include an updated pre-built image and the inclusion of
the Renesas PCIe XHCI USB driver.
