build: Add wrapfiles for dependencies

Update meson.build and add wrapfiles so that all dependencies are
handled as subprojects.

This allows builds completely outside of bitbake or an SDK.

Tested: built phosphor-debug-collector repo successfully using
        `meson -Dtests build`.
