os-release VERSION always points at v0.1

Use git-describe rather than git-tag.
Make os-release do_compile run every time.

These changes should help us to be less acceptable to userspace messing
up the configuration and causing bugs like the failure to reboot.

The flashcp command will copy a file to a mtd device after erasing the
partition.   This is useful for updating the bmc u-boot, kernel,
environment, and/or initrd.  It can also be used for upating the whole
pnor, or partitions if we later add ffs partition parsing.

Updates include more sensors, reboot capabiltiies and so much more!

add occ hwmon driver as kernel patch.  This will be removed when driver is in kernel repository

Needed for pending rest server authentication support.

Before this patch it isn't started until the first
client connection which is not the desired behavior.
