witherspoon:Enforce PAGE settings prior to vrm adjusts

Worked with our power engineer on this, it
fixed up all issues seen with boot on a
system which consistently was hitting this fail.
The error was somewhat intermittent so not 100%
on this but it's good to have either way.

Resolves openbmc/openbmc#1803
