meta-facebook: tiogapass: powerctrl

The setup_gpio.sh, power service, and power-util are not applicable to
all platforms.  They will be moved to the tiogapass platform layer.
The setup_gpio.sh uses exported GPIO, which can impact the libgpio
function.
