meta-romulus: Add ipmi channel.yaml 



In phosphor-ipmi-host, channel.yaml sets the info about number of
available Ethernet channels.
Romulus has eth0 only.

Tested: Verify the generated channel-gen.cpp reflects this yaml
config.
